providing there is no damage to the bones in the wings, then the feathers should grow back evenually!!!

How old is the budgie? How long ago were its wings clipped? Wing clipping is something I hate so I am glad that you are against it to. The flight feathers will grow back eventually and if given plenty of out of cage time and encouraged to fly it should strengthen its muscles again. I have a hen who can't fly very well because of having her wings clipped at a very young age, even though her flight feathers have now grown back. It makes me sad to see her unable to zoom around the room like the others do.
Do you have any photos of her/ his wings?

They will slowly grow back in but it could take some time. Be prepared for lots of clumsy flight and a long period of muscle buildup once the feathers do come back as the bird will need to build muscle tone and re-learn flight with full feather sets. Soph.

It takes from 6 to 8 months for the wing feathers to grow back, depending upon how many were clipped. Also every budgie has different molting cycles.
