Even a cake of soap will do the trick, and depending on the site, easier to apply. A number of years ago Bluey cut his nail off short by sitting on my OH's unsheathed razor. He was fine until he went to fly off and the extra push nedded to get going cut his claw to bleeding. Luckily wasn't too short, but I was told by vet to try corn starch or soap - soap worked really well a little soft, as he wrapped his foot around it while I held him. Bleeding stopped really quickly.

White petroleum jelly also stops bleeding. I have also used talcum powder when I had nothing else.
