I came home from work to find my parakeet is ill. My mother and brother were home but haven't really described what happened. It seems it was flying around just fine and then something happened and my brother carried it back to the cage. It has been shivering on the ground of the cage, i dont know how long. We placed it in a warmer room of the house and turned off the AC. It has tried to move around but its feet are clutched like fists, so it cannot walk very well. My mom has been calling nearby vets that see birds but has not had any luck. any suggestions?

It does sound like an accident, or maybe a seizure as BJ says. Put him in a covered cage (you want to reduce any stress), in a warm place. Lower the perches towards the ground and remove any toys. If you have a heat lamp, put it next to the cage. If it's too hot, he can move to the other side. If not, use a normal lamp, or put a hot water bottle or hot bean bag thing wrapped in a tea towel/towel in the covered cage.
If you have no emergency products for sick birds (like Guardian Angel or Quick Gel) give him some weak black tea, with a little honey in it, for extra energy. (Pure black tea, not a blend with other fake essences or anything in it).
