Is it really necessary to use sand paper for the floor of the cage, or is there any other alternatives?

Sand paper will hurt budgies feet. It's an old thought that budgies need sand papers or sand perches, and totally wrong.

A wire cage bottom is best so the dropping fall down to below tray.

Don't use sandpaper. It's a waste of money and bad for your birds.
Most of us here use regular newspaper, usually on top the grate to make cleaning much easier. Just put a week or so worth of newspapers in, then remove them one at a time when soiled. It's easier than having to clean the bars on the grate.

I have plastic trays in the bottom of the cage and a spare set so I can take them out and wash them every day instead of having newspaper in the bottom as we don't get one or even a free one!
