What's he doing when he's regurgitating ( does he regurgitate to an item)? How old is he? Has he got a friend?

Sydney's questions are very relevant, as young male cocks will often regurgitate seed to a toy, mirror, another bird if there is one for him to share with. This is simply part of their maturing process.
Dosing with an antibiotic without a known cause is a futile effort. Not only does it not help the bird, it can actually kill off the necessary gut flora, so the bird is not able to properly digest its food. Plus it can lead to resistant strains of bacteria taking up residence where the good bacteria usually live.
If the bird doesn't fit the young cock scenerio, then it may well be necessary to visit a vet. Regurgitation is not the same as vomiting in a budgie. Regurgitation comes straight out of the beak, with vomiting they throw/shake their heads around and seed goes everywhere.
