Greg, you're looking at a bird with multiple problems, physical damage to feet and wing, and some kind of infection that is causing the staining above the cere and the poop and feather problem around her bum. Which of these is the root cause of her problems would need a proper examination.
If she is closing her eyes alot, it also indicates she's in discomfort.
It something an experienced avian vet needs to look at if you are to help her.

She needs vitamin A as she is deficient and she also has a painful case of bumble foot that needs lots of care and antiobiotic cream applied daily

That bumblefoot looks quite advanced - she will have had that for a while, I am guessing. Do you have sand sheets or perches in your cage/aviary? If so, these are probably the cause of her foot problem. Get rid of them, and to help her foot heal, because a budgie foot is such a little thing and hard to bandage, some members have had success with wrapping perches with soft cloth and/or using rope perches, while the foot heals. I know PP has done this for Ada - this and the antibiotic cream has managed to clear hers up.
I can see she is holding her wing oddly, but you will need a vet to diagnose any long term damage there. The other two photos are a bit blurred for me to make out - her cere may just be dry because she is out of breeding condition, or something more sinister. Is that staining above her nostrils? If Barrie says Vit A deficiency, I would be working on that.
