Im sure some one will be along soon who can give you surrggestions-i know when my Elf got staining above his cere it was a cold and the vets gave him meds-if atall poss i would try and get to a avian vets just to be on the safe side...sorry i cant be more help

Thanks moogie I wouldn't be half as worried as I am but there is no avian vets near me at all

Then find a general vet with some bird experience. A respiratory infection is easily treated but medicating without vet experience is asking for trouble.
Before a big panic, have you thought to try washing the area gently to see if it simply washes off?
