It Has been a week and even after talking to them everyday. They are still terrified of me. Today they started to do what sounds like an angry chirp very loud and continuous bouncing around the cage . What is going on?!

Many reasons and many questions to be answered there. A week is not a long time for new birds to settle into a new home. Some can take two weeks or even more. How old are they? Are they from the same breeder/shop? Are they at all tame or been handled? All of these can help explain what is going on. First thing to understand is that having a bird for a pet is not like having a dog or cat. A budgie is a prey animal ie it is always needing to be on the look-out for predators. You, in a budgie's mind, are a predator. So firstly, don't sit and stare at them - that's what a hawk would do. It scares them to be stared at. Instead sit quietly beside the cage, talking gently, whistling, making bird noises if you are so inclined, and blink! When they are more settled, try your hand near the cage or on the outside of the cage and see how they react. There are no hard and fast time frames for taming birds - much depends on how they have been treated in the past. You have to earn their trust, and this is not always given quickly. Patience and persistence are the keys.

I have to agree with everything Hezz has said, also consider their background, and what they have been used to up until you got them, then see life from their perspective. What can you do to allay their fears and gain their trust? Patience is indeed the key, best wishes and keep posting, we will help where we can.
