Oh I've been following the first step and Zazu is just sitting there letting me stroke his belly. How do I take this a step further and get him to step on to my finger??

To start your step up training all you need to do once your bird isn't moving off when you bring your finger/hand close is to lay your index finger horizontally across your bird's belly down low near his legs, give him a little push with your finger and say "step up" as you do so. The first few times he may hang on really tight and not do anything but push him a little harder each time and for a little longer until he either steps onto your finger or he will lose his balance. A few times like this and more likely than not you will be able to say the command with the slightest pressure and Zazu will step up.
But also be aware that most budgies don't like being stroked. Even really tame ones will only tolerate it. If you want to give back to your budgie, as long as he is at home with your hands, he may allow you to give him a scratch around his little chubby chops. You will know if this is going to be welcome because he will tilt his head onto the side and fluff his feathers out so you can scratch or ruffle his feathers right down to the skin. He will also let you know when enough is enough.
