A picture will help, but from your explanation this could be scaly face. Is the beak scaly as well? A drop of ivermactin 0.1% in the neck will deal with a possible mite issue. In most countries this can be bought at a pet shop, make sure though it is the budgie dilution as it is also used for large farm animals. Since it only started yesterday it may also be a normal moult. Are any pin feathers showing? budgerigarsforum.proboards.com/thread/690/scaly-face-leg

I have similar. The skin is irritated and I always thought brown staining. The vet I took him to (not avian) said he seemed fine and it could be mites although not obvious. It also could be vitamin A deficiency. In the meantime I bought ivermectin in case mites and he has vitamins in his water
He also rubs his head on cage bars. This might have been due to mites or just itchy re moulting. Either way, feathers are missing too
If he is breathing ok, it doesn't sound respiratory as in discharge which vet said could also cause it
So, does yours scratch a lot, moulting, rub hs head? Could it be any of those?
If you call a few vets, they might have some that an interest in birds, so do tend to know more. I found the vet who I will go to, should I need to. But took my ringing round.

I think from your description its just a normal moult. At this time of year he will be moulting out his summer feathers to replace with winter ones Some buds look terrible at this time! If he has scaly face mites then you will see signs of it on the cere (white specks in early stages) long before you would see feather loss, but treating annualy with 'ivermectin' or 'Beaphar anti-parasite spot on for small birds' is a good idea as a prevention.

Vitamin A deficiency can cause brown staining above the cere and also dry itchy skin. Often the cause of larger parrots to start feather plucking due to the itchyness.

I wonder what causes vit deficiency in some, not others, based on a comparable diet. Budgies we had way back only had trill, we didn't know to offer fruit and veg, yet never had staining. I can't compare to the one I had for 7 years as he ate everything I offered. So was prob overloaded with vitamins.

This certainly sounds like a normal moult. Search for Budgies and Moulting in Google Images so you'll get an idea of how this can look.
