If your budgies sick I would suggest the vets and get it checked over.

Yes, take it to the vet! Is he also fluffed up at all? Tail bobbing quite a bit when he breathes? You should watch out for those symptoms. Budgies die of respiratory illnesses more than any other illnesses in captivity.

You can clean the vent yourself with some warm water. Make sure you isolate the bird from others, keep him/her warm, give millet to eat and water to drink.
But the bird really does need to be diagnosed by a vet.
Can you post any photos?

We are not vets and cannot make diagnoses on such limited information. More information such as diet, location, housing environment, new additions etc, etc ...... photos of the ill bird and photos of the poop are all necessary for us to be able to give any advice, really.

As said we are not avian vets but we do need a lot of information to be able to understand what might be happening with your budgie.
Can you inform us of what your birds diet is? As it may need fresh fruit/veg as well as grit as this helps their digestive system.

I think shruthi has no vets in the area.
