I've placed the budgies in a breeding cage with nestbox and everything and female showed no interest in mating so left them for about 2 weeks and still no difference so I put them back in the flight cage with Cockatiels and she began crouching low and waiting for the male budgie. I have three different types of boxes one with a square for an opening one has 3/4 of the front removed and other has 1/2 removed. Theres also a cardboard sheet placed at the side for the cockatiels as they play and forage down there. After that I dont know what to do.

I have a bit of a feeling that your budgies might me telling you it's still a bit early in the year for that sort of thing. We may still have some very cold days to come. When the days lengthen they may be more interested in raising a family.

If they haven't mated in 2 weeks ill be taking the boxes down till around summer.

If they haven't mated in 2 weeks ill be taking the boxes down till around summer. You might find they are more interested by mid to late March as the day-light hours get longer and things begin to hot-up a little.
