is this a sign for breeding?

I have bough a couple since 50 day,after 15 day has passed,the female begin to investigate the hatch house,next few days she just go in for a minute then leave...now she is sitting inside for 5 min every 4 hours.

The female don't have brown cell,the male have dark blue,she is bigger than him with size,I'm not sure why she just don't stay inside the hatch house if she really wants to lay eggs,otherwise I don't know!
I never had budgies who hatched.
So guys,why she do this since 20 day,yet no eggs??

You have put the nest box on too soon. If she is not in condition she will retire to the box and possibly just lay infertile eggs if at all.

Wait for her to come into condition and watch for the cock feeding her then put the box back on.
