They don't usually start to fill out and reach their adult size until they around 12months old, I feel. But your birds will be (probably) the size they are now ...... think of a teenager, finished growing but now has to fill out. While I am not sure what age your birds are, they don't grow a whole heap more usually, some but not a lot. Budgies are not big things; I think the smaller ones are actually the nicer birds; probably the more healthy, but that is just me. They will be the size they will be. If their diet is fine, you have nothing to worry about.

No, they are too young. They will "imitate" mating but they will not be able to actually produce at 4 months old. If you see them "doing it" try and stop them, because they will become able at around 6-7 months, but that is still too young, and the hen could die from the stress of egg producing/laying.
DO NOT ENCOURAGE IT AT THIS AGE!

Budgies in the wild will mate and reproduce very early, around this age, when the season is good, as they don't get many good seasons to see their numbers increase dramatically, so when the times are good and food is plentiful, they will start to breed as soon as they are able to - at about the age yours are now, aamm. Young birds who bond with a person will also go through a sexual stage with that person - often involving a finger/thumb nail or toenail, and masturbating on it, or doing the same with a toy that is a favourite. If your hen is telling him off, then you have nothing to worry about at this stage. If she stops telling him off, you may have to restrict their time together, but generally, mating does not have to equal eggs. Budgies are one of the few animals who will mate for pleasure. If you are keen for them to have a clutch, wait until they are both over 12 months old, and then do your research. There is a lot to be aware of before setting them up with a nest box.

I have a poop eater as well Aamm, he goes on the glass shelf and eats it if I am not quick enough. I remember Jo doing it and she out grew it so hopefully Pippin will too. It does not matter how clean you keep them if they want to eat it they will.

All budgies do this at some stage, at some times; don't worry about it

No, mine do it he same, argue who has the best food, sleeping spot or perch. Mine head bop each other, Jo pulls Pippin's tail to move him or just annoy him. They are protecting their territory, they will have squabbles, mine do.

They will argue; they are simply trying to determine who is going to be the boss. Until that is settled they are going to squabble. Let them sort it out for themselves unless they do actually become violent with each other and draw blood. Then you will need to separate them.

they are still not settled about who is the boss. definitely female is stronger .and they fight over everything. i put 4 food holders in the cage they fight but male can eat something because it is impossible to guard 4 food holders but something happend i did put their bathtub on the roof (no water in it) it is like ball whit a entrance . it is like female is very happy about it she goes in and out a lot and enjoy playing whit it and no more fights . they are not friends again yet but it is nice to see they don't fight . is it bad ? because they are 6month old i think she think it is a nest .

If you think there is any possibility that she will see anything as a nest, for your own peace of mind, remove it. She is way too young to be thinking along those lines. Give her a shallow wide dish, like a pie plate and add a little water to this, also a few basil leaves or other, if you want them to try bathing.
