Now that I have had chance to view the video (used a different browser) I see that he is at the top of the bars. It looks to me as though he is trying to work out why he can't see past the white strip at the top of the cage. He may even be looking at how to climb onto the grid at the top. Let us say that it is just unusual but nothing to worry about that I can see.

Well he doesn't only do it at the top of the cage, usually though he does it on the top perch.

I still think it's stress. Try what starlingqueen said and cover the top and sides for a while so that he can settle in.

Thanks everyone for you helpful suggestions! I have followed your advice and is no longer swinging his head as often. Although he is at the front of the cage on the wires. Is this usual? If not, please contact me if you have any suggestions!

It does appear to be stress. He clings to the bars because he is frightened. You don't say if you covered the back of the cage as well as the top and sides. If you can play some music and just allow him to settle in at his own pace. Do you have family making sudden movements, or even making sudden movements yourself. You will need to work slow and steady so the he can feel safe. He will the come off the bars. Time and patience is needed.

Replace his water for some weak Camomile tea, it will help to calm him .

He's probably looking for his friends then. He'll settle down eventually. Do you have the space for another bird?

Hi, everyone! I would like to just clarify that this is my first time having a pet budgie (his name is Skye) and that I have many questions that I would like answers to. If anyone has the time to answer some of my questions, that would be greatly appreciated!
First of all, he has been eating a lot of millet in just one sitting (He's already eaten a quarter of a whole millet spray), I'm not sure if this means he is overeating or not.
Also, I haven't noticed him drinking at all, I don't know if he just doesn't drink when I'm near him or if he simply isn't drinking!
I'm still on summer holiday from school and have been in the house with him since we got Skye yesterday morning.
I love him to bits and want to do the best for him, with your help I will!
Many thanks, Daniel. (And Skye the budgie!)

You may want to remove the millet and save it fir treats. He will favour the millet for seeds. He needs to mix the diet more than just one type of millet. You may not see him drink. Some budgies don't like to drink when they are being watched. Just keep an eye on the water level to see if it goes down at all. I'm sure you will learn very quickly and do the very best for Skye.

Millet should be offered as a treat only as it is very fattening, also you should bring a small piece out when the time comes for you to start hand taming him, this way he will look forward to your visits and come to view your hand as not a threat to him. He is probably drinking when you are not watching, in the wild going down to drink can be life threatening, this is when they are at their most venerable from predators. He will be drinking openly when he settles more

Thanks for everyone's helpful tips! I don't feel that I'm on my own any more with Skye!
I will take out the millet so it is giving as a treat only.
I now understand that he is weary when he drinks, I'll start to give him a little privacy when he is drinking.
Thanks again, Daniel.

Hi, me again! If you was wondering what cage Skye is living in, here is a picture of it (it is covered on three sides and the top). It is a Vision S02 double height bird cage.

Your cage could be the reason why Sky is acting as he is. Its very tall and narrow, lots of space below and above. He probably came from a small square cage in the pet shop and he is scanning the area below and above him for any dangers. Budgies prefer a cage that is lower and wider as they naturally jump, fly from side to side and not up and down. A Hagen Medium cage would probably have been better. Having said that i appreciate that you have just brought this cage and I'm sure in time he will get used to it, but it is something to bare in mind for the future
