My budgie of 4-5 months cannot fly. He sometimes sits on his perch and flaps his wings very fast but doesn’t move. He also tries to fly when he’s on top of his cage but just hits the floor. There isn’t any obvious defects to him. I’ve attached a few photos of him. imgur.com/a/GVmV4fG

I think he is fine. He needs more time to become confident. This has happened with two of our Budgies, who we "rescued" from pet stores. Their wings had been clipped very short by store employees - not uncommon! The feathers grew back, as your Budgie's appear to be. They were just slow about learning to fly. They would often flap their wings and land on the floor, as you described.
Give it time...he might be making circles in the air before you know it!
If you look at my profile picture, you can see that the Budgie in the center, Thunder (mostly grey), has a wing that sticks up. He was one of the birds I mentioned above. We've had him for 9 or 10 months and he flies just fine now.

His wings definitely don’t look quite right, he’s carrying them high and they cross at the ends. Hopefully it’s just a first heavy moult, I think it’s a waiting game at this stage.

Both birds have a wonky wing but I doubt that is any cause for concern. Crossing over at the back is not unusual especially if the birds are strutting around looking important. There don’t seem to be any flight feathers missing from either of them. It he is using the wings properly but just not getting height, it may be that all he needs is to build up his chest and wing muscles to be able to fly properly. In this case, encourage him to practise; you can even help him by sitting him on your finger and slowly raising and lowering your arm, enough so that he uses his wings to keep balance.

They should do unless the budgie has an issue with French Moult or similar. Im not an expert on that subject.

Silly question, but are you sure the budgie is 4-5 months old? they still have their baby head bars. I got him in early December and the man said he was about 8 weeks old
