The going back into his cage could just be the heavy moult and not as much energy, Moogie. Is he into eggfood, or eggs in general? I was surprised when I tried Bluey on some proper egg for the first time - he was about 4 yo and a bit diffident with new foods, but the egg was acceptable straight off. As for stepping up in the cage, give him a little push! He will get the message and it is better he has time outside even if only for a while. Remember you are the boss, and he is the pet. If you need him out, out he comes. If you were just beginning out with him, I might suggest taking it more slowly, but you two are good, so if he won't step up give him a little push with your finger. He will either step up straight away, or you will push a little more until he nearly loses his balance and then he will have to step up or fall off, and he won't do that - he'll step up before that. Of course if he is a bit grumpy from his moult, you don't want to hassle him until he wants to bite. If he backs away from you then try herding him gently with you other hand towards the hand you want him up on. Sometimes that works too.

He has gone back to running over my finger and keeping away but i think maybe it IS more to do with his moult as it seems quite a heavy one.... I have tried egg food a few times and he isnt really intrested although i will keep trying... He does however LOVE his chick weed and budgie seed mix that i have been growing and gobbles it all up which im really happy about

Especially when it comes with wholemeal toast.

Try him with some dry eggfood, then, Moogie. Try him with it either moistened or dry.
