I'd say the wings have been clipped to prevent flying. I doesn't look like French Moult going by my FM bird but the missing tail looks odd. Did you notice if it was a lot smaller than the other birds with it?

I agree with starlingqueen, having a FM myself it doesn't look typical of FM. I also think it looks like the wings have been clipped but it doesn't explain the short tail. I think you will just have to wait and see if the feathers grow back. Apart from that she looks healthy and very sweet .

Could it be that who ever possibly clipped the wings also in less knowledge clipped the tail-feathers? Doesn't the wings look very neat to be FM? I thought FM made the wings look like they have been thorn off?

This is my FM in the middle. He has quite good wings and his tail grows back but falls out again. He can't fly very well even though he has wings. This is when we first got him, his wings have improved a lot since then.

There is a very easy way to tell if the wing has been clipped or not; straighten the wing out and look. You should be able to see whether there are feathers there that have been cut. I am very curious as to why all the budgies had not tails either.
It is a pretty little thing and very young, by the looks. Have you come up with a name, Kasu?

Chicks can drop tail and flight feathers during weaning if they become dehydrated as the parents cease to feed them but they don't know how to find the water bowl. Hopefully this might be the case for yours and they will grow back perfectly :-)

The wings have been clipped. If you look at the outer feathers, they are straight as opposed to the smooth curved ends to the inner feathers on the wing.
