Here is my new budgie, bobby. He was hand reared and I have had him for 3 days. He eats and drinks on his own and is very friendly. Still learning to fly properly and a little clumsy with balance etc which ive told should be normal. Worried because ive also been tol he should be fully feathered by now. Im not 100% certain of his age guessing about 5 weeks. I am in the process of find it out. Anyhow as you can see his neck and the top of his wings are not fully feathered. Should I be concered?

Am not sure to be honest, think the person who you got him from shouldn't have let you have him that young really. Maybe a breeder on here might be able to help but it maybe worth taking him to an avian vet if you can to diagnose what the problem is. In the meantime what would really help him as he is a youngster is to get him some wooden perches instead of plastic ones. They would be a lot softer for his feet, not too thick about 12mm diameter. Bobby is a little sweetheart, hopefully some other breeders maybe able to answer your main question soon

He may well be older! He eats and drinks fine but if ge is older then there is definatly something wrong. Ive just had him out on my shoulder fir an hour or so and put him back in his cage and he is desperatly trying to get back to me. Will a stick from a normal tree branch do in the mean time?

For comparison, here is my little Mango at 5 and a half weeks old. See how beautifully uniform and smooth her feathers are: I am sorry to say that Bobby looks nothing like that. BUT that is not to say the pair of you can't have a beautiful relationship. The best looking one doesn't necessarily have the best personality. Sometimes it is the reverse. Of course, I have to say that Mango is very much the good looker with the personality to match.

Don't be sad, I have just edited my post as well, and you will not have seen it yet. Have another read.
There is much to be gained from the friendship of the underdog; we have a number of members who have French Moult budgies - not sure that that is what's Bobby's problem, he does seem to have flight and long tail feathers and these are usually the first to fall - and they can go on to lead very happy and otherwise healthy and active lives.

Where did you get this budgie from? Can they confirm whether it was plucked or not?

Do you mean plucked by another bird? I will try and contact them and get some hustory abiut tge bird. Ive never actually spoken to them because it was my aunty who got the bird for me. They hand reared it. I know there were 5 chicks and two died. If it was plucked how long will it take to get its feathers back?

Sent from my SM-G900I using Tapatalk Some chicks are plucked by their mums. It maybe the case here as the budgie was hand-fed. Most plucked budgies are either fostered to other hens or hand-fed. As for the growth, if plucking is not very serious, the feathers regrow but the growth is uneven. But if the skin or cells are damaged, than it may not grow back in some places.

Poor little Bobby, what a terrible start to life. Here's hoping his feathers grow back but I am thinking that they mightn't if they haven't started to by now ....... whenever mine have lost feathers outside normal moulting times they have grown back again almost straight away, but BudgiesBuddy will be able to better help with that one, I feel.
