It has been pointed out to me that there maybe there is a problem due to the staining above Elfie's cere...He is very lively in his cage doesn't really like flying out of his cage,he wont eat veg or fruit (i keep trying) he sneezes now and then but not alot...In person it does not look like staining and i just thought it was were his feathers were growing but in the pics you can really see it! please some one help as i want him to be OK....

I think it's impossible to say without a vet really. Could be something, could be nothing.
With regards to it being a Vit A problem, maybe you could add vits to his water a couple of times a week and see if that helps.
You said he wont eat veg, have you tried grated carrot - on a plate on top of his cage, perhaps with a few sprigs of millet or some seed scattered on it?

Seed is low Vit A.
Leafy greens are full of Vit A.

I have tried grated carrot and i thought he had tried it but when i checked he had pushed it to the side and just eaten the seed....I tried a tiny bit of spinach and he tried it buy couldn't tear it...i am growing chick weed dandelion spinach basil coriander and a budgie seed mix for him in the hope he will eat some...i do have vits that i can add to his water so will try that also...I am registered with an avian vet so will also get him checked out x

That's right. Possible deficiency of vitamin A. Orange colored vegetables will help.

Sometimes it takes ages for them eat them. You only need a tiny amount, so just use the veges you're cooking for yourself at home. Try presenting them in many different ways. With the leafy greens, try basil, spinach, asian greens like bok choy, parsley, coriander, celery, cucumber. Try giving him a sprig of basil or parsley - or the other greens - that's dripping wet. He might try to rub himself on it to wash, and then try eating some. Try chopping three different veges up really really really small - I used to use one of those mezzaluna choppers. At first, Boo would only eat his veges this way. I used to chop up things like cucumber, red or green bell peppers, carrot and parsley. Things I was having in my own salad. Try thin rounds of raw beetroot (beetroot lasts for ages in the fridge too) and thin rounds of carrot on a skewer. See if Elfie wants to shred it, and might eat some of it as well. Try some sweetcorn. Chop off a round of it and stick on a skewer. It could takes weeks or even months of being given veges daily before they'll eat it, if they haven't started young. You can also try fruits - apple (the pips are poisonous), strawberry and mango are the fruits my bird likes. His other absolute favourite is raw beetroot. He goes mad for it.

Here is mine. The feather color above cere returns every other month or so. I couldn't figure out why. It will be interesting to see what vets says.

I agree with getting him to the vet. My own research regarding Vit A says there is nothing to suggest vit a is the cause as I have mentioned, but pressing him with vegetables is better for his diet long term anyway. Being in London, I suppose is harder, but my birds at the moment are enjoying a wide range of seeding grasses (don't they make a mess!!! Even if you can't access grass, you can always try a box/pot on a window sill and grow your own. If his vege eating is rather limited, he will certainly benefit from a vitamin dose too. I do a week in every month where I add vitamins to the water.
